REPPONSE: We agree that the pond needs to be cleaned out and we <br />will do that in the near future (probably in the spring or early summer). <br />The material will be tested to see if it can be used in reclamation, but <br />we feel it is unlikely it can be used on two grounds. First, it is <br />probably of a clay texture which would be very unwise to place on any <br />slope steeper than about 10:1. Second, haulage costs to areas where it <br />might be most useful would probably exceed its value. If it was good <br />topsoil, it would be a different matter. But as it is primarily the <br />finest portion of mostly limestone waste, it is proabably worthless. <br />We are aware that the dam is an un-engineered structure. It is <br />fundamentally a stock pond constructed by the Flying W Ranch. It has <br />been examined by a representative of the State Engineer's office and no <br />concern was expressed by them. It does not act as a reservoir as such, <br />although it originally was such to the extent that it was a stockpond. <br />The small pile of construction waste (dimensions: 8' X 4' X 2' high <br />and a volume of about 1.5 cubic yards), has been removed. The entrance <br />to the dam has been blocked. We wish to point out that this pile of <br />waste was not in or even near any water drainage, but was beside a pile <br />of large boulders that dwarfed its presence and protected i[ from any <br />erosion, unless the entire dam broke or was severely overtopped. <br />ITEM 5.) THE PIT AREA WAS DRY AT THE TIME OF THIS INSPECTION. <br />RESPONSE: Wetness in the Queen's Canyon Quarry is not a problem <br />except for a few hours after a severe thunderstorm. The entire area <br />drains well and rapidly. <br />ITEM 6.) THE INSPECTOR APPRECIATES THE OPERATOR'S COOPERATION DURING THIS <br />INSPECTION. <br />RESPONSE: No response needed. <br />RECONA1ENDATIONS <br />ITEM 1.) THE OPERATOR STATED THAT A TECHNICAL REVISION FOR FINAL <br />RECLAMATION WAS SUBMITTED AND THEN WITHDRAWN. THIS REVISION SHOULD BE <br />RESUBMITTED WITHIN ONE YEAR (PRIOR TO NOVEMBER 1, 1985) TO ADDRESS FINAL <br />RECLAMATION OF THE STEEP SLOPE AND CHANNEL RECONSTRUCTION. <br />RESPONSE: You are in error as to the TR having been withdrawn. It <br />has never been withdrawn. It was continued indefinitely. If you will <br />check your files, we are sure you will find the TR still there and <br />awaiting final touch-ups. We will include a consideration of channel <br />reconstruction in the final changes to that revision. <br />We agree to have the plan completed and all changes submitted not <br />later than November 1, 1985, if not sooner. <br />6 <br />
