(3) (b) (ii) (A & B) (Cont'd.) 7) Bowie No. 1 Mine Coal Storage Area small area exemption. Located immediately south of the tracks, south of the coal storage area (see Volume 8 Map No. 8-3). The Operator will use its best efforts to provide an analytical demonstration that the area does not contribute non-compliant sediment loads to the surrounding drainages. A straw bale filter is constructed below the area to provide alternative sediment control. The straw bale filter will be examined periodically and maintained to ensure adequate function at all times. Samples will be analyzed for compliance with the NPDES settleable solids standard. No mixing of surface drainage and underground mine drainage occurs within or results from this small area exemption. 8) Bowie No. 1 West Mine reclaimed area. The reclaimed area at the west mine will be covered with 100 percent coconut erosion control blankets (ECBs) to control erosion from the reclaimed areas. These ECBs have published "C" values of 0.003 which indicates the soil loss from areas covered by ECBs is minimal to non-existent. A demonstration that shows drainage from the reclaimed slopes, treated with a temporary 100%coconut erosion control blanket, will not contribute a higher level of suspended solids than the undisturbed, adjacent natural slope is presented in Volume 8, pages SAE 31 through SAE 36. Therefore, a sediment pond will not be required to contain run-off from the reclaimed W est Mine facilities area. (3) (b) (iii) The entire operations of the Bowie No. 1 Mine and the Bowie No. 1 West Mine are designed to protect surface and groundwater from adverse effects. Both are monitored on the disturbed site, as well as on the permit and adjacent areas. As discussed in Sections 2.05.6(3)(a)(iii), stipulations attached to the Operator's FCL C-37210 require that existing on-tract and cross-tract flows be protected from the effects of subsidence by limiting coal extraction in buffer zones established by the BLM under Steven's Gulch and East Roatcap Creek, by formulating a water replacement plan for the repair of conveyance of storage systems and the replacement of any water lost from an adjudicated water right, and by maintaining flows for future use.
