<br /> <br />5. The reclamation requirements of this revision were implemented by <br />Sun Coal Companv in 1985. <br />6. Sun Coal Companv sought partial bond release for the road in March <br />of 1985. <br />7. On August 28, 1986 the Board released 70% of the bond applicable to <br />the haul road and set forth the criteria for final bond release. <br />8. On Auqust 4, 1988 Sun Coal Company submitted an application for <br />final bond release for the haul road. <br />9. Proper notice and comment procedures were followed for <br />consideration of the bond release request by the Division. <br />10. The Division issued its proposed decision on December 28, 1988 to <br />approve the final bond release application. <br />11. On January 18, 1989 the Division received a letter from <br />Mr. John Eilts indicating his objections to the proposed decision. <br />
