Long <br />, Division Director <br />Re: Bowie Mine No. l (Permit No. C-1981-038) <br />Technical Revision Application No. 38 (TR-38) <br />Methane Monitoring Drill Hole <br />Deaz West Regional Wildlife Manager: <br />The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, <br />Paragraph 4, of the Colorado Revised Statutes, that on August 13, 2001, an application to revise coal mining <br />operations at the Bowie Mine No. 1 was considered complete for the purposes of filing. The revision was <br />submitted by Bowie Resources Limited. All review and comment periods as provided in the Act and the <br />Regulations initiate from this date of filing. <br />Approval of this revision would permit the drilling of one methane monitoring drill hole and the construction of its <br />associated light use road. The monitoring hole location is in the vicinity of the west mine and will be used to <br />monitor the pressure within the Bowie No. 1 mine underground workings. The proposed drill pad and road aze <br />located on Bureau of Land Management land within Federal Coal Lease C-37210, in Sections IS, 22, and 23 of <br />T13S, R92W. The 6 inch diameter drill hole will be approximately 770 feet deep. The light use road will be 16 <br />feet wide and 2300 feet N length. The total disturbance of the drill pad and road will be about 1.2 acres, with silt <br />fence being utilized for sediment control. The drill hole and [he road will be reclaimed after use. <br />The Underground coal mining operation is on land located approximately 3 miles North of Paonia, Colorado. The <br />permit area is further described as follows: <br />Portions of Sections 1, 2, 3, 10-15, 22-25, Township 13 South, Range 92 West of the 6th P.M. <br />Portions of Sections 5-8, 17-19, 29-32, Township 13 South, Range 91 West of the 6th P.M. <br />The above-mentioned tracts of land aze shown on USGS 7.5 minute Quadrangle maps of Bowie & Gray Reservoir. <br />Because the above referenced technical revision application would incorporate additional lands into the permit <br />azea or might otherwise alter previously approved permit conditions or mitigation measures, we aze requesting <br />your agency's evaluation of the proposal. Your comments and concerns relating to the adequacy of fish and <br />wildlife resources information, the fish and wildlife plan, and the reclamation plan as it relates to Fish and wildlife <br />considerations, including potential impacts to threatened or endangered species, are requested. If wildlife habitat <br />is the proposed postmining land use, we request your evaluation of proposed woody plant stocking levels, planting <br />arrangements, and methods for mitigation of potential adverse impacts. <br />A copy of the technical revision cover letter and a location map are enclosed.
