Following from the concern in Item 7, the listing of "Adjacent Area" as an option to <br />designated reference areas for various Small and Linear Features, and as the sole <br />comparison method proposed for Drill Site disturbances on Table V-15 (page V-62), does <br />not appear to comply with the regulations. One or more of vazious reference area based <br />compazison approaches pursuant to Rule 4.15.7(3) would seem to be applicable to Drill <br />Sites. For example, drill sites could be included within the "sampling universe" associated <br />with neazby larger reclamation blocks and compared to reference azeas specified for those <br />sites; drill sites could be grouped into logical sampling blocks and compared to a currently <br />approved reference area based on predominant vegetation type represented, or compared to <br />weighted average reference area values; or, if warranted, one or more additional reference <br />azeas could be established to be representative of desired reclaimed condition for logical <br />drill site blocks. Please give consideration to these alternatives, and revise Table V-IS <br />and associated narrative as appropriate. <br />
