RE: Mid-Term Review of Blue Ribbon Mine, Permit No. C-047-81
Dear Mr. Reschke:
Attached is the Division's Mid-Term Review and Decision to require revisions
to the Blue Ribbon Mine, Permit No. C-047-81. The review was in fulfillment
of Rules 2.08.3, 2.06.2(9), 2.06.3(4), 2.06.5(3), 2.06.7(5), and 3.02.2(4).
The mid-term review primarily consisted of reviewing the permit application,
stipulation responses, revisions, and any supplemental information, as well as
information from field inspections and past inspection reports. The main
purpose of the review was to identify any areas of the permit application that
will need to be revised or modified to ensure compliance and reflect the
current status of the mine.
The attached document contains our mid-term review, a rationale for requiring
any revisions to the application, timetables for submitting responses, a
summary of the status of stipulations, and the results of our performance bond
review.
Revisions were found to be needed under the categories of Legal, Financial,
Compliance and Related Information, Land Use, Operations Plan, Hydrologic
Balance, Reclamation Plan and maps.
The Division is requesting that Blue Ribbon Coal Company submit appropriate
responses to the concerns raised in this letter by August 30, 1985. We
recommend that all responses be submitted in one package using a format that
allows you to incorporate the responses directly into the application.
Please review the document to identify any concerns with either content or
time frames. We may hold a meeting to discuss any questions or concerns you
may have, if you wish. If you feel an item does not need to be revised or if
you feel an item will require more time, please let me know.
