1 • <br />esquire, t;re99 <br />From: James Freeman [75060.466@compuserve.comj <br />Sent: Friday, March 02, 2001 1:06 PM <br />To: Gregg Squire <br />Cc: Carl Mount <br />Subject: Blasting on Southwick's Quarry Site <br />Hi Gregg: <br />Yesterday, March 1, 2001 at about 11:30 a.m. Mr. Southwick Beni of a blast <br />of some kind. <br />This was observed by WII Oakley and Kim Kreimeyer who were with Army Corp <br />of Engineers. <br />They were investigation the north side over burden of Southwick's Quarry.To <br />my knowledge <br />Mr. Southwick does not have a blasting permit. <br />Today, at mid morning, Mr. Sprague set off a blast in the Arkins Park South <br />Quarry. This the <br />second quarry as you go North on County Road #27 from Hiway #34. <br />According to the rules set down for Mr. Southwick, he is to notify the <br />people in valley that is <br />within 2 to 5 miles of the blast site. Also, he it to notify the local <br />fre department. We have <br />been in contact with the f re department concerning his blasting in times <br />past and found that <br />he had not notified the f re department. <br />Unless Mr. Southwick has received a blasting permit, I think that he is in <br />total violation of the <br />law. <br />Please let me know you thoughts. <br />Also, would you please give the web site for the "appeal process" fort' <br />appealing the decision <br />of giving Mr. Southwick the 110 Permit. <br />Thanks, <br />Jim Freeman <br />PS: I totally understand that you and Carl have to follow the letter of <br />the law. I think that both <br />you, if given a chance, would allow your own judgement to play in <br />terms of granting Reclamation <br />Permits. <br />
