~/ <br /> <br />Mr. Mike Horner - 2 - September 17, 1992 <br />4. Please submit new pre-mining and mining plan map(s) of the affected <br />lands. These maps must meet all general mapping criterion listed above, <br />as well as a legible portrayal of the following information <br />(Rule 2.1.2(4)). <br />a. All immediately adjacent surface owners of record; <br />b. The name and location of all creeks, roads, buildings, oil and gas <br />wells and lines, and power and communication lines on the area of <br />affected land and within 200 feet of all boundaries of such area; <br />c. The existing topography of the area with contour lines of <br />sufficient detail to portray the direction and rate of slope of the <br />affected land; <br />d. The total area to be involved in the operation, including the area <br />to be mined and the area of affected lands (see C.R.S. <br />34-32-103(1), Colorado Mined Land Reclamation Act, for a definition <br />of "affected land"); <br />e. The type of pr?sent vegetation covering the affected lands; <br />f. Show the name .and location of all other permanent man made <br />structures contained on the area of affected land and within <br />two hundred (200) feet of the affected land. <br />5. Please submit new re~:lamation plan map(s) which meet the general mapping <br />criteria listed in item 3 of this letter, and that also portray the <br />expected physical appearance of the area of the affected land, correlated <br />to the proposed mining and reclamation timetables. The map must show <br />proposed topography of the area with contour lines of sufficient detail <br />to portray the direc~:ion and rate of slope of all reclaimed lands. <br />(Rule 2.1.2(7)). <br />6. Item 2 of the submitted mining plan states that topsoil will be <br />stockpiled away from the gravel pit on "adjacent property owned by the <br />applicant." Be awarE~ that all topsoil must be stockpiled within the <br />permitted area. Top~;oil Stockpiles must be located separate from other <br />stockpiles, out of the way of mine traffic and out of stream channels or <br />drainageways. Please indicate locations where topsoil will be stockpiled <br />on the mine plan map. (Rule 6.4). <br />7. Please consolidate the legal descriptions in Exhibit A such chat there is <br />a single description of the entire acreage to be permitted. <br />(Rule 2.1.2(2)). <br />8. The Division recommends that, prier to topsoil redistribution, chemical <br />analyses of the topsoil be performed to determine if a nutrient <br />deficiency exists. If a deficiency does exist, a fertilizer amendment <br />may enhance the potential for successful revegetation. (Rule 6.4(7)). <br />9. The Division recommends that a straw mulch be crimped into the seeded <br />topsoil at a rate of two tons per are. It has been cur experience that <br />the most successful revegetation efforts have employed crimped mulch. <br />(Rule 6.5(4)). <br />
