LOng <br />Palisade, CO 81526 Division Director <br />RE: Roadside Portals (C-8 1-041) ' <br />Technical Revision 20 ; Change in Mine Plan <br />Dear Mr. Reschke, <br />The Division of Minerals and Geology received your technical <br />revision (TR-20) for the Roadside Portal Mines on December 28, <br />1994. The application was deemed complete on January 6, 1995. The <br />Division has a number of concerns that should be addressed prior to <br />approval of the revision: <br />1. On page 203 of the permit, the operator quantitatively <br />projects impacts of m ine discharge to surface water quality. <br />Please inform the Div ision as to the calculations to support <br />the projections. Please also state on what basis the <br />projection is made. <br />2. The projected impact on surface water due to mine discharge <br />should be updated on page 203 to incorporate mine discharge <br />from the North Portal Mine. <br />3. The operator states, on page 204, that there are no beneficial <br />users of groundwater in this permit area or adjacent area. <br />Please inform the Division if this statement remains true. If <br />there are beneficial users, the statement needs to be updated <br />to reflect the use of groundwater in the permit or adjacent <br />areas. <br />The Roadside permit does not appear to contain any <br />potentiometric surface maps as required by Rule 2.04.7(a)(i). <br />The operator should prepare potentiometric surface maps for <br />the Cameo Coal aquifer and the Rollins Sandstone for both the <br />North and South mines and loadout areas and submit them to the <br />Division. <br />
