Box 535
Somerset, Colorado 81434
RE: Somerset Mine, File C-81-022, TR-10 Adequacy Review
Dear Mr. Bear:
OF ~~
wte ;4
lBi6
Roy Romer
Governor
Michael B. Long
Drviyion DIIMOr
The Division has reviewed Somerset Mining Company's latest adequacy review response
received in our office on December 24, 1992. Further clarification is required on several of
the responses; therefore, SMC will need to request an extension of the TR-10 decision
date. A date of January 15, 1992 should provide adequate response time.
The Division's comments to the latest response letter are as follows:
1.-13d. Responses acceptable
13e. The Division will stipulate the approval of TR-10 upon the future submittal of
a technical revision to address the reclamation estimate issue.
14.-19 Responses acceptable
20a. & b. It is apparent that several culverts and ditches remain as part of the uppe
Upper Hubbard Facility proposed post-mining land use. Please provide
calculations that indicate the existing culverts and ditches are adequate to
handle the 100-year, 24-hour storm event or submit a plan with calculations
and designs that establish drainage control adequate to handle such an
event.
The berm to be established along the existing road is considered to be an
inadequate sediment control structure. The Division suggests that SMC
utilize some other form of sediment control during the reclamation liability
period such as silt fencing or more preferably a small incised sediment pond.
The pond alternative prevents the need for a small area exemption
demonstration.
STATE OF COLORADO
20c. The Division requests that Somerset Mining Company address reclamation of
drill hole 6349 in the upcoming Permit Renewal application which is due in
our office on April 1 1 , 1993.
