SHELTO N, Director <br />MEMORANDUM <br />13JFebruary 1985 <br />T0: Susan Mowry ,...-~ <br />FROM: Jim Pendleton <br />RE: Bear Mine - Subsid ce Monitoring <br />Pursuant to your request, I have reviewed the 1983/1984 subsidence monitoring <br />survey results submitted by E. Leroy Black of UTE Engineering, Inc. for the <br />Bear No. III coal mine. The survey results appear to be properly prepared and <br />presented within Mr. Black's letter report. <br />However, while reviewing the letter report, I referenced the mine file <br />documentation, in order to refresh my memory of events relating to approval of <br />the subsidence monitoring program. I determined that Stipulation No. 15, <br />placed upon the Permit approval, required the submittal of an acceptable <br />subsidence monitoring program plan. The revised permit findings document, <br />dated May 10, 1982, required submittal of the proposed plan within 30 days <br />following permit approval. On September 29, 1982 Bear Coal Company submitted <br />a proposed subsidence monitoring program, in response to Stipulation No. 15. <br />On November 3, 1982, Dan Mathews responded to the company, attaching my <br />memorandum of review dated October 19, 1982. Both Dan's cover letter and my <br />memo indicated that the Division was prepared to approve the plan, if the <br />Company agreed to the installation of two monuments, in addition to those <br />originally proposed within their plan. I can find no response from the <br />company either agreeing or disagreeing with that request. Therefore, I can <br />only assume that Bear Coal Company has never received approval for its <br />subsidence monitoring program. <br />The original concern voiced by the Division within the findings document was <br />that the slope stability of ancient and modern landslides overlying the <br />workings might be affected by ground subsidence above the coal mine workings. <br />The purpose of the two additional monuments was to specifically monitor <br />possible movement of two of the identified landslide bodies.
