Long <br />Orvision Dueclor <br />The Division has conducted a preliminary adequacy review on Technical Revision <br />No. 16 (TR-16> which addresses a B-seam mine plan change. The revision was <br />submitted by Bear Coal Company on September 20, 1993. Jim Pendleton, <br />David Berry, and myself, of the Division, have identified several concerns <br />with the application which I discussed with Jim Stover, consultant to <br />Bear Coal Company, by phone this morning. <br />As per this phone conversation, the Division is aware that Bear Coal Company <br />is planning to submit a Permit Revision to increase its permit and coal lease <br />areas, which explains why mining panels are oriented as they are in this <br />application. <br />In light of this information, and because Bear Coal Company is about to run <br />out of its permitted coal (as per the currently approved mine plan), the <br />Division is willing to partially approve the mine plan submitted in TR-16 if <br />Bear Coal Company submits the following in a complete and thorough package. <br />Bear Coal Company should submit a revised mine plan change that encompasses <br />development mining in the first north mains and development and retreat mining <br />in panels 14 and 16 as well as the minor changes made to the third west mains <br />and panel 21 as submitted on map 9A in the TR-16 application. <br />Because the location and orientation of the first north mains and panels 14 <br />and 16 are similar to previously approved Bear Mine No. 3 B-seam mine plans <br />and because the changes to the third west mains and panel 21 (formerly panels <br />12, 13 and 14) are minor changes to the currently approved mine plan, the <br />Division will consider approval of these changes without additional subsidence <br />or hydrologic concerns being addressed. The addition of panels 12, 13, 15, <br />and 17-20 and the resolution of concerns associated with these panels raised <br />by Jim Pendleton, David Berry and myself, will be addressed in the upcoming <br />permit revision (as per phone conversation with Jim Stover on <br />October 13. 1993.) <br />
