Long; <br />Divoion Drreclor <br />RE: Minor Revision No. 119; West Elk Mine; Permit No. C-80-007 <br />Dear Mr. Barbe; <br />The Division has reviewed and proposes to approve Mountain Coal <br />Company's (MCC) application for a minor revision which extends <br />ditch D1-5B at the explosives magazine bench. <br />MCC states in the application that the ditch will be sized for 0.1 <br />cubic feet per second (cfs). This is acceptable as the upstream <br />culvert, C1-7, is designed for 0.02 cfs. The ditch designs and Map <br />53 were not provided with this revision; however, other ditches and <br />culverts and Map 53 have been required to be updated in the mid- <br />term review, so MCC should include this ditch in the revision of <br />those items. This ditch has been inspected in the field by the <br />Division, and it appears to be adequately sized. This ditch should <br />ensure that water gets to the sediment ponds as quick as possible, <br />to avoid any potential slope instability problems. <br />Please call if you have any questions. <br />Sincerely, <br />Christine E.
