Cattany <br />Colorado Division of Wildlife Division Director <br />SW Reglonal servlce Center Natural Resource Trustee <br />151 W. 16th St. <br />Durango, CO 81301 <br />Re: Bowie Mine No. 1 (Permit No. C-1981-038) <br />Technical Revision Application No. 45 (TR-45) <br />Reduction of Subsidence Monitoring <br />Deaz Mr. Spezze: <br />The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, <br />Paragraph 4, of the Colorado Revised Statutes, that on November 24, 2004, an application to revise coal mining <br />operations at the Bowie Mine No. 1 was considered complete for the purposes of filing. The revision was submitted <br />by Bowie Resources, LLC. All review and comment periods as provided in the Act and the Regulations initiate from <br />this date of filing. <br />In Technical Revision No. 45 (TR-45), Bowie Resources LLC (BRL) is proposing a reduction in the subsidence <br />monitoring program at the Bowie No. 1 Mine. BRL is requesting that thirteen wide-spaced subsidence monitoring <br />locations be eliminated from the program. The subsidence monuments aze located on private surface land and on <br />surface land managed by the Bureau of Land Management (BLM). The coal reserves are managed by the BLM. The <br />thirteen subsidence monuments are located in the East Mine area, the West Mine area and the Stevens Gulch azea. <br />There has not been any mining at the Bowie No. 1 Mine since December 1997. The mining method was room and <br />pillar with partial extraction of the pillars during retreat mining. <br />The underground coal mining operation is on land located approximately 3 miles north of Paonia, Colorado. The <br />permit area is further described as follows: <br />Portions of Sections 1, 2, 10-15, 22-25, Township 13 South, Range 92 West of the 6th P.M. <br />Portions of Sections 5-8, 17-19, 29 and 30, Township 13 South, Range 91 West of the 6th P.M. <br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle maps of Bowie and Gray Reservoir. <br />Because the above referenced technical revision application would alter previously approved permit conditions or <br />mitigation measures, we are requesting your agency's evaluation of the proposal. Your comments and concerns <br />relating to the adequacy offish and wildlife resources information, the fish and wildlife plan, and the reclamation plan <br />as it relates to fish and wildlife considerations, including potential impacts to threatened or endangered species, are <br />requested.
