Long <br />Division Dueclor <br />As discussed, we cannot approve the P & M bond estimate as it was submitted with <br />Technical Revision No. 30 (TR 30). The P & M estimate does not include certain <br />backfilling and grading costs for the West Ridge Pit areas. These areas were previously <br />mined, and they have since been largely reclaimed. Adjustment of the bond estimate for <br />reclamation work performed cannot be accomplished by any means other than a formal <br />bond release. <br />Please include the following language in your TR 30 decision letter: <br />The bond estimate, submitted with the Technical Revision No. 30 application, is denied. <br />Technical Revision No. 30 does not include any cost estimation for certain reclamation <br />tasks applicable to the West Ridge Pit. P & M has disturbed and partially reclaimed the <br />pertinent areas in the West Ridge Pit area; however, P & M has not applied for a bond <br />release for these areas. Bond reduction for reclamation work performed can only occur <br />through the bond release procedures specified at Rule 3.03. Also, at this time, bond <br />adjustments for reasons other than reclamation work performed cannot be considered by <br />the technical revision process.
