Long
Date: 9/26/95 Division Director
Specialist: Janet Binns ,\
Subject: Raton Cre Mi ,repairs to Starkville Gulch, RSD#1, and SLr04 Bond Release
Requests for the Santa Fe Loadouts.
Type of Interaction (Meeting Phone, Other): I contacted Mr. Al. Weaver by phone
(719)784-6395 in response to a voice mail message from him.
Person(s) Contacted and Affiliation: Mr. Al Weaver, Energy Fuels Mining Company
SUMMARY AND RESOLUTION OF INTERACTION: Al had called to notify the Division
that there had been some damage to the Starkville Gulch diversion west of the short 8-foot
diameter road crossing culvert. EF was having repairs done to the riprap in those locations.
He gave me an update that they have a contractor working on the repairs to RSD#1. He
also wanted to discuss what needs to be done for the Santa Fe Loadouts for bond release. I
told him he needs a final plan for the drainage. The Division looks upon silt fence as a
temporary structure. At the time of the bond release inspection the site should be in its final
configuration. I informed the operator that Energy Fuels should consult with the landowner,
Atchinson Topeka and Santa Fe Rail Road, on what their final site and drainage
configuration needs are. Once Energy Fuels and the railroad have a final plan, the Division
should receive a letter from the railroad confirming what has been agreed upon. I expressed
to Al that there shouldn't be any structures that require regular maintenance left at the time
of final release. I also suggested that clearer definition of the boundary be marked prior to
the bond release inspection. These can be temporary markers if needed.
m:\roal\sharc\(orms\5720
