I . ` <br />July 12, 1988 <br />Page 2 <br />topsoil stockpiles and in reclaiming portions of the old county road. <br />In addition the 901,200 yds3 were the total amount of topsoil available, <br />and it does not appear the CMLRD took into consideration the <br />disturbance acreage associated with the stockpiles themselves. <br />Partial bond release Maps 1 through 3 are the most accurate maps of the <br />affected acreage. Examination of these maps in addition to Map No. 16 <br />and subsequent reclamation maps show that only about 50 acres of the <br />total 358.8 affected acres was seeded in 1979 prior to the topsoil plan <br />approved in the current permit. This leaves approximately 308.8 acres <br />to be topsoiled which is very close to the 300 acres reported on page <br />2.05-44. A mine wide average of 21.5" on 308.8 acres accounts for <br />892,604 yds3 of topsoil. Ten percent compaction more than compensates <br />for the remaining volume of topsoil. <br />CYCC believes that the topsoil plan was followed and that a more even <br />distribution of topsoil verses 18" in some areas and 32" in others is <br />not a significant departure and has no impact on the postmine land use <br />which is all pastureland.
