After that presentation Hall and <br />ancesite• in that order. shall present their cases-in-chief. The <br />division, Hall, and J+ndesite will then be permitted to put on <br />rebuttal evidence. <br />BURDEN-OF-PROOF <br />Hall shall bear the burden of proof regarding the question <br />of whether he received adequate notice of the 1981 permit appli- <br />cation.
