I have noted some comments below regarding the application package <br />in general and also some comments specific to the aforementioned natural resources. <br />General Comments <br />1. Please have MCC demonstrate why it is necessary to disturb 17.4 acres to construct <br />a 3.65 acre storage bench, widen a 780' long road and construct a truck pullout lane <br />that is less than .5 acres in size. <br />2. A large portion of the proposed disturbance area lies directly south of the proposed <br />storage bench. I cannot find any discussion as to why this area is to be disturbed. <br />Frankly, I cannot even think of a logical reason to disturb this ground. Please have <br />MCC address this as part of the demonstration requested in comment no. 1. <br />Resource Soecific Comments <br />Vegetation <br />1. The Grand Mesa Penstemon Survey, dated August 17, 1993, that was submitted <br />with the TR-67 application package does not cover all areas to be disturbed by this <br />construction. The study, conducted for other proposed actions, does overlap some <br />of the area proposed to be disturbed, but the area between the portal access road <br />and the light use road to the upper meadow has been neglected. Please have MCC <br />conduct and receive Division approval of an additional Grand Mesa Penstemon <br />Survey of this area before construction begins. <br />2. Please have MCC provide details of the tasks to be employed in reclamation of the <br />eastern portion of the light use road leading to the upper meadow (ripping, grading, <br />topsoiling, seeding, mulching, timing, etc.). <br />
