<br />2.OiA(2)(e) Reveaetatinn Plan <br />19. Page 2.04.10-Sh, the application indicates that a total of 9 ponds occur within the study area, which are used <br />for livestock waterin:. On page 2.0~.4(2)(e)-2, it is stated that a portion of the Swale/drainage type will <br />reesmblish naturally adjacent to sediment ponds. implying that sediment ponds would be retained as <br />permanent impoundments to support the postmine land use. Table 2.0~.4(2)(e)-3 indicates that ponds would <br />occupy 2 acres within the reclaimed expansion area, but no ponds are indicated on the postmine land use map. <br />Please address proposed replacement of stock ponds and retention of sediment ponds as components of the <br />reclamation plan, and amend the postminine land use map to depict proposed pond locations, in addition to <br />any roads or other facilities to be provided for the postmine land use within the expansion area. <br />20. Page (e)-5, there is a typo under "Site Vatiations....Mix #3": "Etymus" should apparently be "Elymus'", <br />although no such species are included in the referenced seedmix, and the reference should be deleted. On <br />page (e)-7, "Agrostic" should be "Agrostis". Also, on page 2.05.4(2)(d)-17, toward the end of the second <br />paragraph, it is indicated that topsoil stockpiles would be seeded with native grasses. The topsoil stockpile <br />seedmix, however, includes introduced species. Text on page (d)-17 should be amended as appropriate. <br />2l. Page (e)-9, it is stated in the third paragraph that, with respect to irrigated pasture and irrigated hayland <br />'...irrigation design and application rates will be submitted to CDMG for concurrence". In the final <br />paragraph on the page, it is stated that "Irrigation management has been discussed previously". Please <br />amend the narrative to include the referenced irrigation design and application rates, for irrigated pastureland <br />and hayland. <br />22. Smooth brome is included in the dryland pasture seedmix on page (e)-10. The species is generally not <br />considered adapted to dryland conditions in the 12 inch precipitation zone, and the operator should consider <br />dropping it, or replacing it in the seedmix. The site variation adaptability discussion relevant to Seedmix 8, <br />does not match the species listed in the mix (e.g. no species of Dactylis or Poa). <br />23. Text on page (e)-I 1 indicates that dryland pasture areas will be irrigated during the first three years to insure <br />successful establishment. It is recommended that, after the first year, dry pasture areas be irrigated <br />conservatively, if at all. Over-irrigation could be detrimental to establishment of dryland stands resistant to <br />droughty conditions over the long term. The operator needs to be aware that the 10 year liability period for <br />dryland pasture will not begin until after the last year of augmented irrigation. <br />24. The informational value of Table 2.05.4(2)(e)-2 would be enhanced if it were amended to include acreage <br />breakdown for the various topsoil handling practices (replacement thickness; 2 lift vs. mixed), in accordance <br />with Table 2.05.4(2)(e)-I, for the currently approved disturbance area. <br />25. Page (e)-16, under item 6, there is an erroneous reference to "irrigated pasture". 11tis should be "irrigated <br />hayland". The yield estimates and MRCS letter referenced on page (e)-15 as being included in Attachment <br />(e)-A, were not included in the amended application, and they need to be provided. <br />26. On the "Summary of Yields From 1" Cutting" page of Attachment (e)-A, which was provided, some <br />additional clarification is requested. It is implied that the 1.84 ton per acre figure for alfalfa hayland and the <br />1.5 ton per acre figure for irrigated pasture, are based on 1987 harvest data. The figures are actually based on <br />estimated annual yields provided by [he farmers, not specific yields for a particular year. Please amend the <br />page to clarify the source of these figures. <br />27. Page (e)-18, in the firs[ paragraph [here is a reference to Table (e)-2, which is apparently erroneous. The <br />correct reference would appear to be Table (e)-4. <br />28. There are contradictory statements on page (e)-19 and (e)-20 in regard [o [he success standard for irrigated <br />pasture cover. Page (e)-19 final paragraph, sentence I indicates "live vegetation plus litter", whereas later in <br />
