Their responses satisfy my concerns, and Iwould recommendapproval of MR-23l . MCC also <br />responded to my comment to you regazding topsoil handling on the drill pads and roads in the meadow <br />above the portals. They note that the excess bond in place should be adequate to cover any topsoil that <br />may be stripped. That may be so, but MCC still needs to notify us and get our approval should the <br />currently proposed topsoil handling plan be modified. We should probably make that cleaz to MCC.
