Response to Office of Mined Land Reclamation Request Dated <br />March 25. 1996 for Additional Information Re ag rding Drain Cover Fill. <br />Dear Mr. Keffelew: <br />The Cripple Creek & Victor Gold Mining Company "CC&V") appreciates your efforts to <br />resolve the remaining questions regarding the thickness of the Drain Cover Fill proposed by <br />CC&V on January 9, 1996. This proposal was further addressed in CC&V's letter of March <br />4, ]996, which responded to the Office of Mined Land Reclamation's ("OMLR") initial review <br />of the Technical Revision. As you know, we received the referenced letter dated March 25, <br />1995 by facsimile on April 2, 1996 and appreciate your expediting its transmission. On April <br />5, 1996, when CC&V received the original letter, it was found that page 2 of that letter had not <br />been transmitted by facsimile. <br />CC&V has been working diligently to understand the OMLR's remaining concerns and to <br />identify information that will convey an appropriate level of comfort to the OMLR to resolve <br />this last remaining item associated with the January 9th proposal. <br />The information received from the OMLR by CC&V on April 5, 1996 reflects in-depth review <br />by the OMLR. CC&V appreciates your narrowing of the issues to that of the Drain Cover Fill <br />thickness. We are, as you know, concerned that there still is some uncertainty in the minds of <br />the OMLR reviewers as to the suitability of the CC&V proposal for the thickness and placement <br />procedures for the Drain Cover Fill. Therefore we have worked to provide information and <br />procedures that will satisfy these concerns. <br />CC&V reads your letter as identifying three areas in need of further information from CC&V. <br />These are (1) the occurrence and effects of freezing and thawing on the Soil Liner Fill, (2) the <br />location, with respect to the liner, of the drainage pipes embedded in the Drain Cover Fill, and <br />(3) the method of placement of the Drain Cover Fill. CC&V addresses these three items in this <br />response. If we have omitted any other items, please let me know immediately. <br />
