i <br />Amendment Format <br />This amendment to the permit for this operation follows the fundamental format set forth <br />in the rules and regulations, with some variations. The following variations are incorporated: <br />Permit rewrite - Conventionally, an amendment revises only that which needs to be <br />revised. In this case, the revisions are so extensive, it is easier to rewrite the entire permit. This <br />also provides a single permit document that controls the operation, thereby avoiding confusion <br />and misunderstandings that can result when there are multiple layers of controlling documents. <br />Therefore, not only aze the mining and reclamation plans and maps new, but all other exhibits <br />are new as well. New baseline exhibits were probably not needed, but new information that has <br />become available with respect to some of these exhibits is presented. <br />Eahanced Reclamation Plan inclusion -After many years of negotiations, the enhanced <br />reclamation plans have been completed. Although not actually part of the Castle Concrete <br />reclamation plans, these plans need to be included because they have a great deal to do with why <br />the existing plans need to be changed. <br />General format and arrangement -The general format and arrangement is very similar <br />to that which would be expected in a new permit application. The application is printed double <br />sided to save paper and reduce the thickness to save filing space. <br />Special exhibits - A few special exhibits are included. The Purpose and Overview <br />provides a foundation as to why this amendment is being submitted. There is an Operator's <br />Outline Summary that briefly describes the key points in the amendment and some of the main <br />areas where the operator needs to pay particular attention during the implementation of the <br />permitted plan. This especially addresses coordination with the management body for the <br />enhanced reclamation plans. <br />Finding your way around the amendment - An extensive table of contents is at the <br />front of the body of the amendment. This lists every exhibit and indicates the page location for <br />each point in each exhibit where multiple headings are present. If the exhibit is simple only the <br />exhibit is listed. Page numbers start new with each exhibit. That way, if extensive modifications <br />to one exhibit are needed prior to approval of the amendment and the entire exhibit needs to be <br />reprinted, the pagination of subsequent exhibits is not affected. In a top heading of each page is <br />an indication of the subject of that exhibit (e.g., mining plan, vegetation, climate, etc.) with <br />additional information and page numbers in the footer of each page. <br />• <br />
