Mining Plan <br />• Transportation and access corridor; The access road to the quarry is from Allegheny <br />which is a main road through the Oak Valley Ranch subdivision. An amendment to the <br />operation in the early 1980's changed the access route to this path because of the Oak Valley <br />Ranch subdivision being built. The access road as far as the entrance gate at Allegheny is <br />included in the permit (see Figure MP-2). <br />PHASE DELINEATION <br />Current Phase Delineation: Figure MP-1 shows the current phase delineation for the <br />operation. This phase delineation (called "Tracts" on the map) fits quite well with the existing <br />plan, but is entirely inappropriate for the new plan. First, because a significant portion of the <br />land to be mined under the existing plan is being removed from the plan, the existing phases <br />would no longer describe what will happen during the operation. <br />Second, the current phase delineation is a mining plan driven sequence. Under the new <br />plan, which will include the Enhanced Reclamation Plan, the phase delineation must be more <br />descriptive of the different zones in the operation with respect to not only mining but also <br />• reclamation processes. <br />Thud, the current phase delineation is not descriptive of the historical context of the <br />different types of disturbances presently on the site and disturbances that will be created in the <br />future. Therefore, a completely new system of zone description is proposed. <br />New Phase Delineation: Figure MP-2 shows the new "phase" delineation for this <br />operation. The boundaries of the Areas shown on this figure approximately correspond to the <br />Areas shown on the Mining Plan Map (Exhibit C) and the Reclamation Plan Map (Exhibit F), <br />and also some other figures included in this amendment. However, the boundary locations <br />shown on Exhibits C and F are the "official" locations. Boundaries on the figures, because they <br />are diagrammatic, are only approximate. <br />Rather than phases that tend to imply a time sequence, Areas have been used. Calling <br />them Areas is more descriptive. Each Area is defined by a combination of historical, future <br />mining, and reclamation characteristics. Following is a description of each Area. <br />Area SF - The letters SF refer to "Support Facilities." This includes the office, <br />shop, processing plants, product stockpiles, the various roads that connect these functions, and <br />the major part of the drainage and sediment control systems. Major portions of this land have <br />. already been reclaimed, but the remaining disturbed land will probably be in use for the duration <br />of the operation.
