Section 2.03.5, Compliance Information <br />3. Please update Section 2.03.5, Compliance Information, if applicable. <br />The Division has no further concerns. No updates to this information are necessary. However, <br />page 2.03-1OR was revised in the submittal dated May 8, 2003 to show that this issue was <br />examined in the RN-04 process. Page 2.03-11R was also revised and intentionally left blank. <br />Section 2.03.10, Identification of Oiher Licenses and Permits <br />4. If applicable, please update the list ofother licenses and permits in Section 2.03.10. <br />TCC has applied for a renewal of their NPDES permit and for renewals of three APEN permits. <br />The process is still ongoing. TCC will submit the updated permits to the Division when the <br />permits are renewed. <br />Section 2.03.11, Identification of Location of Public Office for Filine of Application <br />5. Please revise page 2.03-13 of Volume I of the permit application to state that revisions and <br />renewals will be filed at the Paonia Public Library. <br />The Division has no further concerns. TCC prefers to keep the Delta County Courthouse as the <br />official public office for filing. The Paonia Public Library will be used as an alternate location for <br />filing, as a courtesy to local residents. <br />Section 2.05.3, Operation Plan- Permit Area <br />6. Please update Map 5, Facilities, to show that, south of the loadout, certain structures have been <br />demolished and that there are additional railroad tracks. <br />The Division has no further concerns. Map 5 was revised in the submittal dated May 8, 2003. <br />Section 2.05.4. Reclamation Plan <br />The Division reviewed the reclamation cost estimate for the Terror Creek Loadout. The Division's <br />original estimate amounted to $332,284.00. In a submittal dated April 23, 2003, TCC offered <br />several suggestions on revising the bond liability amount. The following is a summary of those <br />issues: <br />a. Material weights were changed from 50% rock/50% dirt to 25% rock/75% dirt for tasks 002 <br />and 010. <br />b. The fuel tank sizes were changed in task 15b. <br />c. The permit does, in fact, only require the removal of the 1,650 feet of side track. Task 15b <br />was changed to reflect this. <br />d. Based on the volumetrics and a site visit, there did appear to be enough room in the cut slope <br />
