The new pond is considered <br />an Environmental Protection Facility under the terms of the Mineral Rules <br />and Regulations of the Mined Land Reclamation Board. Rule 7.3.1(5) <br />requires that "No chemicals used in the extractive metallurgical process <br />or toxic or acid-forming materials shall be placed in constructed <br />facilities until the Board or Office accepts the certification of the <br />facility, or phase thereof, that precedes placement". The following basic <br />elements will be required in the As-Built report for facility <br />certification: <br />1. A description of earthworks completed, including fill placement and <br />compaction, and a tabulation of earthworks quality assurance <br />testing. <br />2. "As-Constructed" drawings and description of the pond including <br />inlet and outlet works. <br />3. Demonstration of pond side-slope stability based on soil shear <br />strength testing. <br />4. Description of liner QA/QC including pressure and vacuum testing. <br />5. Subgrade acceptance forms from liner contractor. <br />6.
