1 have reviewed Mountain Coal Company~s (MCC) application for MR-22, and have the following
comments.
Revised Map 54 now includes revised topography at the Materials Storage Bench (MSB) and
Portal Bench Storage Area. The revised map does not include the proposed changes to ditch D2-
6C or culvert C2-3A. Please revise the map to include all proposed changes.
2. MCC, in the cover letter to MR-220, notes that the changes to the MSB configuration do not
warrant revisions to the ditch or culvert designs, but that D2-6C and C2-3A will be altered to
accommodate the bench expansion. Regardless of whether the structures would need to be
enlarged, MCC needs to revise the designs to ensure that information in the permit application
package is consistentwith on-the-groundconditions. Please revise the designs in accordancewith
the proposed changes.
One of the maps submitted by MCC is Map 58A, "Access Road Loop and Material Storage Area
Reclamation Plan". The currently approved permit application package includes a Map 58A
which is entitled "Sylvester Gulch Reclamation Plan". It does not seem appropriate to replace
the current map, as existing information would be lost. Please renumber and resubmit one of the
maps.
4. The newly submitted Map 58A does not show any reclamation at the west end of the MSB or the
east end of the Portal Bench Storage Area. Maps 53 and 54 show cuts and fills in these areas.
Please revise Map 58A to indicate that these areas will also be regraded to approximate original
contour.
MCC, in the revision cover letter, proposes to excavate approximately 16.000 CY of material to
reduce the MSB slope. MCC states further that the amount of material to be moved to reclaim
the MSB will increase by approximately 9,000 CY [t would appear that MCC is proposing to
