(West 1/2 of sec 15 and 22 of Township 31S <br />and Range 65W.> <br />The Spanish Peaks Soil Conservation District reviewed your letter of <br />January 6, 1992 at their regular monthly meeting held February 10, <br />1992. <br />Spanish Peaks SCD as an interested party, would like to take this <br />opportunity to express some observations and comments regarding your <br />request for fu I I bond re I ease. +TP~i"n'i•d'ad'"'Ba'si"n'"M'i n'i n~ i s to be <br />commended for their efforts at reclaiming the mined areas. However, <br />several items concerning maintenance of the reclaimed areas need to be <br />addressed. The erosion is not under control due to inadequate <br />vegetative cover. Scotch thistle (which is on the Las Animas County <br />Mandatory Control list) is present in the area and existing conditions <br />favor its proliferation in years to come. The reclaimed areas are not <br />fenced and grazing by cattle is uncontrolled resulting in severe <br />overgrazing by livestock. This uncontrolled grazing is undoing all of <br />Trinidad Basin Mining reclamation efforts. The District Board is not <br />in favor of a total bond release at this time due to the lack of <br />proper maintenance of the established vegetative cover. The Board <br />requests that the grazing of these areas be controlled by establishing <br />a planned grazing system and achieving proper grazing use of the <br />vegetation. The problem of scotch thistle invading the area also <br />needs to be addressed. The Las Animas County Integrated Weed <br />Management Plan requires control of this species. <br />The Spanish Peaks Soil Conservation District has technical assistance <br />available to provide guidelines for establishing a planned grazing <br />system and recommendations for weed control.
