Removal Of Drain Cover Fill Thickness From Technical Revision. <br />Dear Mr. Keffelew: <br />The Cripple Creek & Victor Gold Mining Company appreciates the efforts the Office of Mined <br />Land Reclamation has made to examine feasible alternatives for satisfying concerns that have <br />arisen regarding the placement of Drain Cover Fill material in 1996 under the Technical <br />Revision CC&V submitted in January. We especially appreciate yours and Dr. Pendleton's <br />recent work to clarify and to focus the concern on the perceived risk of lowering a dozer blade <br />beneath the specified thickness of Drain Cover Fill and thereby encountering the synthetic liner. <br />CC&V wishes to provide the following description of its proposed Drain Cover Fill placement <br />techniques that would be employed for placement at the two-foot thickness in 1996 in order to <br />demonstrate how it has reduced the risk of a lowering of the blade of mechanized equipment <br />placing Drain Cover Fill below the approved thickness of two feet. <br />The primary and, therefore, superseding Technical Specification for placement of Drain Cover <br />Fill, which is Cresson Mine ore, in 1996, is to achieve and maintain a thickness of 24 inches <br />(2 feet) at all times. The following paragraphs outline and summarize the procedures that will <br />ensure the 2-foot cover CC&V proposes to place in 1996 in the Phase II area of the Cresson <br />Valley Leach Facility meets all design criteria and, particularly, that the same, if not improved, <br />protection will be afforded the synthetic and clay liner system that underlays the Drain Cover <br />Fill ("DCF"). <br /> <br />
