I concentrated my review on groundwater concerns.
The TR request was well documented and prudent. I think that mining, as proposed by
the Orchard Valley mine, can be done with reasonable confidence that it will not have
adverse hydrologic consequences to the Upper Cabin Creek spring. There is sufficient
vertical cover and horizontal buffer to prevent subsidence of the spring and the
associated alluvial/ colluvial aquifer. The mine has an extensive monitoring plan that
will detect diminution of water resources of Cabin Creek and has proposed a mitigation
plan should there be adverse effects.
I have no concerns with the proposed plan. I would like to be kept informed of BLM's
review of the mine plan modification.
