<br />Memo to Steve Renner <br />San Luis Project Material Strength <br />page 2 <br /> <br />SRK's submittal of January 30, 1990, responds to my earlier concern. <br />The included test results show a shear strength with an internal angle <br />of friction of 36.6 degrees and a cohesion of 320 poundsJft2. I <br />concur with SRK'S observation that these results confirm that it is <br />prudent to assume a strength of 38.0 degrees and 200 poundslft2 it <br />analyzing the static and pseudostatic slope stability of the poroposed <br />structure. <br />As I observed in my earlier memorandum, in any analysis of this nature <br />the ultimate test of the accuracy of the designer's assumptions and <br />decisions lies in verification of actual site conditions, material <br />properties and structure performance. In my opinion SRK has <br />demonstrated to my satisfaction that their design approach is <br />prudent. In order to avoid misunderstanding, I recommended that we <br />require the applicant to submit a brief but comprehensive description <br />of a "Monitoring, Verification and Reporting Program". You have <br />indicated that Battle Mountain bold has agreed to prepare such a <br />summary document. Please forward a copy for my review upon receipt. <br />Document No: 3093E <br />
