Long <br />Dwision Direuor <br />RE: Rimrock Strip Mine, Permit No. C-89-074, Rimrock Coal Company, <br />TR-03, Topsoil Area and Gate Area SAE's <br />Dear Mr. Kerr: <br />The Division has reviewed the October 6, 1993 submittal for TR-03 and <br />has the following questions or comments: <br />1. The Sedcad runs for SAE #2 (topsoil pile area SAE) and SAE #3 (gate <br />area SAE) show an area of .OS acres for each, rather than the .89 <br />acres and .25 acres respectively for those areas. Please explain <br />this discrepancy or rerun the Sedcad runs. <br />2. The recent submittal does not address directing clean water around <br />tk~e topsoil pile SAE. If no diversion is planned, then the SAE <br />must include the upland undisturbed area and runoff. If a <br />diversion is planned, please submit the designs. <br />3. A K value of .23 was used in the Sedcad runs for the topsoil pile <br />area SAE and the gate area SAE. However, from "Soils of Colorado" <br />by the SCS, 1983, ayon soil has a K value between .15 and .24, down <br />to a 10 inch depth and capulin soil has a K value of .43 down to a <br />10 inch depth. Assuming that the topsoil depth was 10 inches, an <br />average K value would be about .29. Also, in the permit section <br />2.05.3(4), page 19, an overall K value of .37 was used. However, <br />rerunning Sedcad with K = .29 did not produce results which were <br />out of compliance so the designs do not need to be rerun. <br />4. The implementation of SAE #3 (gate area SAE) is contingent upon <br />implementation of the road ditch design in TR-07. <br />5. Please supply page numbers and a permit section number so that the <br />TR-03 designs can be placed into the permit. <br />~ III IIIIIIIIIIIIIIII <br />STATE OF COLORADO <br />6.
