<br />Revision of Identification of Interests

<br />The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Anicle 33, Section 116, Paragraph
<br />4, of the Colorado Revised Statutes, that on June 26, 1998, an application to revise coal mining operations at the Roadside
<br />Portals was considered complete for the purposes of filing. The revision was submitted by Powderhorn Coal Company. All
<br />review and comment periods as provided in the Act and the Regulations initiate from this date of filing.
<br />The revision modifies the Identification of Interests section of the permit, to show a change in officers. Specifically, the list
<br />of Officers and Directors is amended to reflect the resignation of Larry Zalkin as an officer of Quaker Western Coal
<br />Company and its affiliates.
<br />The underground coal mining operation is on land located approximately 5 miles nonh of Palisade. The permit area is funkier
<br />described as follows:
<br />Portions of Sections 20, 21, 22, 23, 26,2 7, 28, 29, 34, and 35, T10S, R98W, 6th PM; Portions of Sections 6, 7, and I8,
<br />T11S, R97W, 6th PM; Portions of Sections 1, 2, 1 ], 12, l3, and 14, TI1S, R98W, 6th PM; Portions of Section 1, T]S,
<br />R2E, Ute PM; all in Mesa County.
<br />The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle maps of Cameo and Palisade.
<br />A copy of the technical revision application is available for public inspection at the Mesa Counry Courthouse, Box 20,000,
<br />Grand ]unction, CO 81501, and at the Division office. For additional information or to provide written comments, contact
<br />the Division of Minerals and Geology, Room 215, 1313 Sherman Street, Denver, Colorado 80203, (303) 866-3567. !n order
<br />for us to comply with regulatory time frames, we request that comments be submitted within fifteen (15) days of this letter.
<br />If no comments are received by then, we will proceed on the assumption that you have no concerns with, or objections to,
<br />the applicant's proposal.
