MCC should demonstrate that the existing system (ditch sizing and channel <br />lining and pond sizing) is adequate to accommodate the additional flow or provide revised <br />designs for the surface water system. <br />The reclamation plan should be revisited to indicate which portions of the surface water <br />system will be permanently retained to convey flow from the subsurface system, and to <br />ensure that it is capable of accommodating the permanent incremental flow. <br />MCC should demonstrate that there are no long term water rights considerations which may <br />need to be addressed. <br />4. The Division recognizesthat the plans may change as conditionsdictate, and that it is difficult <br />for MCC to accurately predict reclamation volumes and areas. However, in order for the <br />Division to determine an appropriate reclamation bond amount, MCC needs to provide a <br />worst case disturbance scenario for topsoil replacement and revegetation. Please provide <br />additional information to clarify which drainage structures or portions thereof will be in <br />previously undisturbed areas, and a prediction of the maximum width of each drain or trench <br />excavation. <br />As discussed in recent meetings, the Division has requested that MCC submit designs which <br />address the entire slope stability project, including the installation of the stone columns and <br />
