I have finished my second adequacy review for TR-100 for the West Elk Mine. The: Sedcad designs
submitted can be approved by the Division.
As you know, in my first adequacy review, I found the submittal to be acceptable to the Division,
except for one omission. I, therefore, requested that the operator submit the Sedcad designs for the silt
fence to be used at each generic drill site. Mountain Coal submitted the requested silt fence designs in
an e-mail dated July 25, 2005, with hard copies to be mailed.
As with the original Sedcad designs, the operator has used conservative assumptions in the design of
the silt fence and these can be accepted by the Division as well. As a note, the operator used the 10
year-24 hour precipitation event for the original Sedcad designs but used the 25 year-24 hour
precipitation event in the designs submitted on July 25, 2005. Either way, the designs work.
Attached to this memo is the July 25, 2005 e-mailed revision information from the operator. I will also
