III IIIIIIIIIIIII III
999 t
planning divifion
;o.o box. 471 13th and rpruce meet boulder. colorodo 80306 441-3930
MEMORANDUM
DATE: February 11, 1980
TO: Boulder County Planning Commission
FROM: Boulder County Planning Staff
Staff Recommendation RECEIVED
Docket #AR-79-4 - South Boulder Creek
Request: Approval of a special permit for construction of aN 13 1997
embankment and channel in the floodplain in the Rur Y
Residential (RR) Zoning District
Location: Approximately z mile east of Colorado 93, '4 @iybbnsLtMwrals&Geology
of the Denver Turnpike and west of South Boulder Creek
Applicant: Flatiron Sand & Gravel Company
DISCUSSION:
This is a request for the construction of an embankment and channel
along the western edge of South Boulder Creek pursuant to the Section XXIV
Special Permits of the Zoning Resolution. The purpose of this request
is :
1. To provide 100-year flood protection for possible extraction
of sand and gravel reserves located west of the proposed project
2. To control the flow of the 100-year flood and to minimize
any impact to the flood discharge
The request will affect the floodplain of South Boulder Creek; however
the applicant is not requesting the modification of the floodplain nor
the delineation of the flood regulatory area into storage and floodway
areas. The Public Works Department has noted the the present floodplain
designation will not be amended until such time as the Corps of Engineers
flood study for South Boulder Creek has been completed.
In addition Public Works has noted that proposed dike does not appear
to be a necessary floodplain modification to allow the contemplated use. tv
The planning staff agrees that the dike is not a regiment for a gravel `
mining operation. If it is contem lated that the land will be developed
for other uses , it should be understoo that the County is not approving
t e ike as a means of removing the property from the South Boulder
ree oo p gin.
The City of Boulder has noted they have no conflict with the proposal
provided that the additional waters to be carried on the City Open Space
property will not cause substantial damage. Based on their letter from
