MITIGATION GOALS <br />The mitigation wetland will consist of 0.9 acres of riparian wetland which are designed to replace <br />the functions and values of the existing wetlands along Sylvester Gulch which will be impacted. <br />The mitigation site is similar to most of the proposed impacted wetlands in that they will be <br />situated along a creek of similar size and characteristics. Because the proposed mitigation site is <br />located out of the Sylvester Gulch basin, the applicant is increasing the mitigation ratio to 1.5:1. <br />SCHEDULE <br />The proposed work along Sylvester Gulch is scheduled to commence in May of 1997, contingent <br />upon weather and permit approvals. Concurrently, work on the mitigation site will begin. A <br />tentative schedule is as follows: <br />Task <br />- Wetland delineation along Minnesota Creek <br />- USACE wetland boundary verification <br />- Topographic survey of site <br />- Completion of final engineering plans and drawings <br />- Start of mitigation site construction <br />- Completion of mitigation site construction <br />Expected Completion Date <br />May 15, 1997 <br />May 30, 1997 <br />June 10, 1997 <br />June 30, 1997 <br />July 15, 1997 <br />August 30, 1997 <br />Approximately three years will be required for the mitigation site to become fully established and <br />functional. Monthly monitoring will occur during the growing seasons to assess the progress of <br />the mitigation site. Annual nwrutoring reports with an assessment of success (including <br />photographs) will be provided to the USACE. These reports will continue fora 3 to 5 year <br />period or until the mitigation site is determined to be a self-sufficient success. <br />The mitigation site and surrounding lands will remain as the property of Mountain Coal Company. <br />Deed restrictions will be placed on the site to ensure that no development occurs in or neaz the <br />mitigation site. The mitigation site and an approximately 25-foot buffer zone will be excluded <br />from a grazing lease which currently exists for this property when it expires in April, 1997.
