1 <br /> <br /> <br /> <br /> <br /> <br />CMLRB 112 Permit Application Amendment <br />Dowe Flats Mine <br />INTRODUCTION AND OVERVIEW <br />AGRA E&E Project E94-7033 <br />August, 1994 <br />In February 1994, the CMLRB approved a Regular 112 permit for the Dowe Flats Mine, File <br />No. M-93-041 for mining and reclamation which was submitted in June of 1993. This <br />amendment to that permit is necessary because the Boulder County Board of Commissioners <br />approved a Special Use application that changed the reclamation plan and added a <br />crushericonveyor system as the rock transportation method. Southdown is applying for an <br />amendment to the permit to accommodate: <br />• a revised reclamation plan resulting in a grassland prairie ecosystem; <br />• addition of a belt conveyor system as the primary and long term method of <br />transporting production rock from Dowe Flats to the cement plant south of <br />' Highway 66; and <br />• addition of a primary crusher at Dowe Flats to reduce rock size and provide <br />loading onto the conveyor system. <br />The amended reclamation plan will reduce the acreage of disturbance, dust emissions <br />(because reclamation equipment is moving shorter distances), water augmentation needs <br />(because less groundwater is exposed), and potential archaeological disturbance. <br />1 <br /> <br />[J <br /> <br /> <br /> <br /> <br />1 <br />The original Dowe Flats Mine June 1993 Regular 112 permit application document and <br />Southdown's January 10, 1994 and February 21, 1994 responses to CMLRB adequacy <br />review letters are referenced where applicable in this amendment application. Technical <br />Appendices submitted as part of the original application may be referred to in the subsequent <br />adequacy review letters or in this amendment application.
