As I <br />Itad mentioned to Richard Rodin over the telephone, although the Division.had requested <br />comments within 1 ~ days of reczipt of the completeness letters for these two technical <br />revisions, the actual comment period is 30 days from publication of the completeness <br />public notice. The completeness public notices for Technical Revisions Nos. 6 and 7 <br />were published on December 23, 1995. However, the Divisior. will consider comments <br />after that 30 day period while the technical adequacy reviews of the revisions are <br />ongoing. You should be aware that thz Division is required to issue a proposed decision <br />on revision submittals within regulatory time frames. <br />The Division is aware that the decision for the federal coal tzase has been remanded and <br />that the Bureau of Land Managemznt (BLM) will be writing an Environmental Impact <br />Statement (EIS). <br />In your comments to the Division, you requested that this Division deter review of the <br />two technical revisions, numbers 6 and 7, until the BL~t issues their EIS. Although the <br />Division realizes the importance of [he forthcoming E[S. the Division still has a <br />regulatory requirement to consider the submittzd technical revision applications. <br />irrespective of the activities of other government agencies.
