.~ <br />• MINING AND RECLAMATION PLAN January, 1986 <br />WEST ELK MINE Revised April, 1989 <br />Revised August, 1991 <br />The surface will be cleared of topsoil only as necessary for construction and site <br />development. As required, topsoil removed will be transported to a designated <br />stockpile area for later re-use in revegetation activities on-site during <br />reclamation. All surface runoff upstream of the topsoil pile will be controlled in <br />accordance with the regulations. <br />The location of the topsoil storage areas for both the surface facilities and refuse <br />disposal area are shown on the plot plan Exhibit 3.2.7.1.A of the Mining and <br />Reclamation Plan, in Appendices B-1, B-9, C-1, and C-2, and in Volumes 12, 12A and <br />13. <br />3.2.2 Roads <br />3.2.2.1 Access to the Mine Site <br />Access to the West Elk Mine facilities is from State Highway 133. State Highway 133 <br />was completed in a new location in 1985. The existing main mine access road shown <br />in Exhibit 3.2.7.1.A, will be blocked by the stacking tubes and underground reclaim <br />system, but will continue to be utilized as a service access to the silo area and <br />other areas of the lower mine site. The new main mine access will be located east <br />of the lower refuse pile. Designs for the new road are located in Volume 12. <br />• 3.2.2.2 Cross Sections, Plans <br />The plan and profile of grade and road <br />sections for roads are provided in Exhibit <br />Drawings 1 through 35 and Exhibit 3.1.1.E <br />A-16, A-19, A-22, B-5, B-6, B-8, B-9, C-1 <br />to the permit. The designs for the new <br />Volume 12. <br />3.2.2.3 Reveoetation <br />centerlines, ditch flowlines, and cross <br />3.1.1. D, Earthwork and Utilities Package, <br />Appendices A-2, A-9, A-11, A-13, A-15, <br />and C-2 show additions and/or revisions <br />main mine access road are contained in <br />Revegetation of ditches involved in the road construction parallel the general <br />protection criteria included in the discussion on temporary surface reclamation in <br />Section 2.0. <br />• <br />3-15 <br />
