West Elk Coal <br />Company, Inc.) requests a minor revision to Permit No. <br />C-80-007 to finalize designs of the new main mine <br />access road located east of the lower refuse pile, as <br />originally proposed and approved in the Phase IV <br />designs of the lower refuse pile. Construction of the <br />new road, scheduled to begin September O1, 1991, is <br />required because the existing main mine access road <br />will be blocked by the construction of the stacking <br />tubes and underground reclaim system. <br />The west segment of the new road will follow the <br />alignment of the existing lower refuse pile road for <br />approximately 400 feet. The overall length of the new <br />road will be 3,000 feet with a maximum grade of 8.5% on <br />the north-south segment and a maximum grade of 5% on <br />the east-west segment. The total surfaced width will <br />be 24 feet and will have a nine inch pavement section <br />consisting of six inches of road base and three inches <br />of pavement. Cut and fill slopes will be 1.5:1 or <br />gentler. Where this cannot be achieved, retaining <br />walls or compacted wall fills will be constructed. A <br />stability analysis of the critical section of road, the <br />steepest cross section with existing road cuts both <br />above and below the new road location, is attached. <br />An additional approximately 4.0 acres within the <br />permitted area will be disturbed by this road <br />construction. Vegetation will be stripped and piled at <br />the old Hear Mine for later disposal. Excess oversized <br />rock will also be stockpiled at this area. Topsoil <br />will be stripped to the depths previously approved for <br />AYCABZW <br />
