South Annet A n,~ch~~l e. tr,nF D~.~isinn Din:clor Grand Junction, CO 81506-3946 Re: Bowie Mine No. 1 (Permit No. C-1981-038) Technical Revision Application No. 34 (TR-34) Hydrologic Monitoring Reduction Dear Sir or Madam: The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, Paragraph 4, of the Colorado Revised Statutes, that on August 2, 2000, an application to revise coal mining operations at the Bowie Mine No. I was considered complete for [he purposes of filing. The revision was submitted by Bowie Resources Limited. All review and comment periods as provided itt [he Act and the Regulations initiate from this date of filing. Approval of this technical revision would reduce the hydrologic monitoring requirements at the Bowie No. 1 Mine. The reduction in monitoring would involve certain surface and groundwater stations located within and adjacent to the Bowie No. 1 permit boundary. In some cases, the monitoring would be suspended. In other cases, the monitoring would be eliminated. The stations include one ditch and several ponds, springs and wells. Other surface and groundwater stations would remain to monitor ongoing activities. There has not been any coal mining at the Bowie No. 2 Kline for over 2.5 years. The train loadout continues to operate and reclamation activities are expected to begin soon at the west mine. The underground coal mining operation is on land located approximately 3 miles north of Paonia, Colorado. The permit area is further described as follows: Portions of Sections I, 3, 3. 10-15, 22-25, Township 13 South, Range 92 West of the 6th P.M. Portions of Sections ?-8, 17-19, 29-32, Township 13 South, Range 9l West of the 6th P.M. The above-mentioned tracts of land are shrnvn on USGS 7.5 minute Quadrangle maps of Bowie and Gray Reservoir. Because the above referenced technical revision application would incorporate additional lands into tlJe permit area or might otherwise alter previously approved permit conditions or mitigation measures, we are requesting your agency's evaluation of the potential for impacts to threatened or endangered species of plants or animals, or wildlife species otherwise protected by federal law.
