WFC has aself--bond in place for the reclamation of the New Horizon Mine in the amount of $2,500,000. This request pertains to a reduction in the bond liability only and there would be no release of any money. WFC is requesting Phase 1, 2 and 3 bond liability release. 4. The reclamation work for the abandonment of these wells was limited to plugging of the holes as per the permit requirements. The holes were sealed with bentonite chips from the bottom to within ten feet of the surface. The top ten feet to three feet was filled with sakcrete and three feet to surface was filled with topsoil and seeded. 5. The number of acres reclaimed during the well abandonment is very insignificant. Each well takes a reclaimed area of less than 0.5 sq ft. In terms of acres, they can be perceived as negligible. 6. Figure 1 attached with this letter shows the location of the reclaimed wells subject to the bond release request. 7. A proposed public notice is attached for the bond release of the additiona130 wells added in this amendment application. We have already notified the public regarding the bond release application for the 18 wells as discussed in my letter of October 24, 2006. Once you concur with the proposed public notice, I will be making an arrangement to publish it in the local publication (San Miguel Basin Forum) once a week for four consecutive weeks. 8. We will be also notifying the adjacent landowners of the bond release application.
