WFC has aself--bond in place for the reclamation of the New Horizon Mine in the <br />amount of $2,500,000. This request pertains to a reduction in the bond liability <br />only and there would be no release of any money. WFC is requesting Phase 1, 2 <br />and 3 bond liability release. <br />4. The reclamation work for the abandonment of these wells was limited to plugging <br />of the holes as per the permit requirements. The holes were sealed with bentonite <br />chips from the bottom to within ten feet of the surface. The top ten feet to three <br />feet was filled with sakcrete and three feet to surface was filled with topsoil and <br />seeded. <br />5. The number of acres reclaimed during the well abandonment is very insignificant. <br />Each well takes a reclaimed area of less than 0.5 sq ft. In terms of acres, they can <br />be perceived as negligible. <br />6. Figure 1 attached with this letter shows the location of the reclaimed wells subject <br />to the bond release request. <br />7. A proposed public notice is attached for the bond release of the additiona130 <br />wells added in this amendment application. We have already notified the public <br />regarding the bond release application for the 18 wells as discussed in my letter of <br />October 24, 2006. Once you concur with the proposed public notice, I will be <br />making an arrangement to publish it in the local publication (San Miguel Basin <br />Forum) once a week for four consecutive weeks. <br />8. We will be also notifying the adjacent landowners of the bond release application. <br />
