Box 1030 <br />Paonia, CO 81428 <br />Deaz Mr. Posey: <br />aAONiA flAIVGEA DISTRICT ' ` <br />ACTION UNIT " <br />~,^T '', 1986 <br />•...~.., <br />This correspondence is in respons our a ter of August 8, <br />1986, to Rick Lawton of the Office of Surface Mining, regarding <br />west Elk Coal Company's (WEOC) Mining and Reclamation Plan <br />Adequacy Response of June 25, 1986. In particular, the Forest <br />Service has concerns regarding possible damage to water <br />supplies and water rights by mining operations in the U.S. <br />Forest Lands overlying the mining area. WEOC will address each <br />of the concerns and provide a discussion of the plans and <br />activities which will be utilized to mitigate impacts to U.S. <br />Forest Service as well as other private, federal or state <br />landowners. <br />The concerns raised by the U.S. Forest Service were transmitted <br />in a letter to the Office of Surface Mining and a Dopy was also <br />sent to WF7L~. A listing of U.S. Forest Service water rights <br />and maps were also received. A copy of this letter is attached <br />for reference. <br />WDJC has addressed the U.S.F.S. concerns as follows: <br />1. Maps showing current water uses for the mine lease <br />area are contained in the permit application <br />as exhibits 2.8.1.C. revised and 2.8.1.G. <br />with the cooperation of the U.S. Forest Service <br />these maps will be kept up to date. New maps <br />will be provided in the WECC Annual Hydrology <br />Report if any new water uses have been initiated <br />in the preceding year. <br />2. Actual subsidence monitoring, i.e. surveying to <br />detect ground movement will only be done on select <br />panels to be retreat mined at the Mt. Gunnison Mine. <br />Only 1 panel (1W, 15) will be monitored on the North <br />Fork of the Gunnison side of the drainage divide. <br />The information obtained from this subsidence moni- <br />toring panel will be used to verify predictions of <br />subsidence movement, angle of draw and surface effects in <br />other areas of the lease to be mined. <br />.annoo~5?a <br />
