PROPOSED PIIBLIC NOTICE <br />Energy Fuels Coal Inc. (EFCI), P.O. Box 459, 1190 County Road 92, Florence, <br />Colorado 81226, has filed an application for revision of approved mining <br />and reclamation plans for the Southfield Mine. The approved Division of <br />Minerals and Geology (DMG) permit, Permit Number C-B1-014, addresses <br />existing underground coal mining and related surface operations and <br />reclamation activities. The proposed revision, Technical Revision No. 24 <br />(TR-24), addresses a reduction of subsidence monitoring. TR-24 proposes to <br />eliminate monitoring at the high-resolution monument grid. <br />Areas to be affected by the proposed plan and revision are located in <br />Fremont County. The Southfield Mine area is located approximately seven <br />miles south of Florence, Colorado, on County Road 92. The mine area is <br />bounded on the south and west by the base of the Wet Mountains, and Newlin <br />Creek bisects the mine area from southwest to northeast. The Southfield <br />loadout area is located approximately one mile west of Florence, Colorado, <br />on County Road 11A and the Santa Fe Railroad spur line. The loadout area is <br />bounded on the north by Chandler Creek, and on the south by Oak Creek. <br />The Southfield Mine area is located on the following sections: <br />Sections 19, 30, and 31; Township 205, Range 69W <br />Sections 23, 29, 25, 26 and 36; Township 20S, Range 70W <br />The Southfield Rail Loadout Area is located on the following sections: <br />Sections 17 and 16; Township 195, Range 69W <br />These sections are covered by the U.S. Geological Survey 7.5 minute <br />Rockvale quadrangle map (Mine Area), and the Canon City quadrangle map <br />(Loadout Area). <br />The following hold surface and mineral interests within the mine and <br />loadout area permit boundaries: <br />The Corley Company <br />Cribbs-Jackson, et. al. <br />Vento Trust <br />Mr. and Mrs. Daniel Adamic <br />Mr. and Mrs. Dan Dale <br />Mr. and Mrs. John Thompson <br />Messrs.
