As <br />you know, emergency drill sites LW9-1 and LW9-2 were authorized for <br />fire suppression efforts in late January, 1996. LW9-3 was <br />subsequently approved in March, 1996, to allow for monitoring of <br />the effects and status of the fire. <br />At the time they were approved, it was the Division's understanding <br />that the emergency drill sites were to be used as temporary fire <br />suppression measures only, and that they would be reclaimed when no <br />longer needed for that purpose. Subsequently, LW9-2 has been used <br />for gas monitoring in addition to LW9-3, and mine personnel have <br />indicated that LW9-1 might also be used for future monitoring. <br />The Division does not believe that drill site LW9-1 is appropriate <br />for non-emergency monitoring, given its location immediately <br />adjacent to an ephemeral drainage arroyo. The well should be <br />sealed, the drill pad graded to AOC and the arroyo channel <br />restored, and the entire site should be seeded and mulched this <br />fall. Appropriate mulch blanket product should be used to prevent <br />erosion prior to vegetation establishment within the reclaimed <br />arroyo channel and banks.
