A cost of $8,919.OO~s previously estimated for rep~ement of 8.000 <br />cubic yards of topsoil over the entire site. You have indicated that <br />there is only enough topsoil stockpiled and available for replacement <br />over "the areas of finished slope". This volume has been estimated by <br />the Park Service to be 3,300 cubic yards, which would yield a cost for <br />topsoil replacement of $2,772.00. I have added a cost for contouring <br />with a hydraulic excavator (see attached sheets) which assumes three <br />shifts, at $513.36 per shift, or $1,540.08. The cost for mobilization <br />and demobilization of the excavator is estimated to be $150.00. I have <br />also added a cost for rough grading based on the indication in the Park <br />Service letter that 30,000 cubic yards of material must be moved to <br />attain final reclamation topography. The cost for rough grading is <br />estimated to be $8,487.00. (see attached sheets) Based on these <br />adjustments to the initial reclamation cost estimate of $17,500.00, the <br />revised cost estimate is $22,000.00 including 177. indirect costs. A <br />stipulation to the approval of this revision will be that new bond be <br />submitted in this amount, unless you can provide a compelling <br />demonstration that the site can be reclaimed for less. <br />The reclamation plan within the approved permit for this site includes a <br />seed-mix recommended by the Soil Conservation Service, as well as <br />requirements for ripping, topsoil replacement, seed-bed preparation, <br />mulching and fertilization of the affected area. If, through <br />consultation with the Park Service, you wish to modify the approved <br />reclamation plan, a revised plan may be submitted for review by the <br />Division. Until then, the currently approved plan will remain in force. <br />You will be required to attain the post mining topography of 2:1 maximum <br />slopes as detailed in this revision. Measures to ensure that these <br />slopes are attainable, such as staking the toe of the cut slope as <br />recommended by the Park Service, are up to you. Be advised, if slopes <br />are over-steepened through excavation and must be back-filled to attain <br />2:1 slope, a cost for back filling would have to be included in your <br />reclamation bond, and you could be found in violation for failure to <br />follow the mine plan upon which the bond is based. As you know, permit <br />boundaries must be marked by monuments or other markers that are clearly <br />visible and adequate to delineate such boundaries. <br />The Division does not see any problems with the limited utilization of <br />the road north of your permit area as proposed in this revision. <br />If you have any questions, or if any of these items require clarification, <br />please do not hesitate to contact me. <br />Sincerely, <br />i ~ <br />L <br />/ /~% (_/ <br />Allen C.
