The power line/raptor meeting scheduled for September 25, 1979 with the U.S.
• Fish and Wildlife Service and the Colorado Division of Wildlife was
canceled. A cursory inspection of the site was made by Ronel Finley and
a raptor specialist from the U.S. Fish and Wildlife Service by driving Routt
County Road #27 that bisects the permit area. They found no problems to
justify reconstruction the existing power lines within the permit area.
Reference is made herein to a letter (attached) from Ronel Finley to
Energy Fuels dated January 8, 1980 in which their evaluation is stated, and
which indicates that while further on site inspection is warranted, no
problems with power lines as presently constructed are expected.
The substation will be relocated to an area adjacent to "Trudy's Corner"
to allow the 8050 to reach the dismantling site. In order to construct the
pad and access road into the pad approximately 1,000 CY of topsoil will be
windrowed into the stockpile adjacent to the site. The location of the
windrowed topsoil is shown on Permit Renewal Map 5, Mine Plan, Roads, Power
Lines and Facilities. The topsoil will be salvaged to an approximate depth
of 32 inches. The stockpile will be stabilized with the topsoil
• stabilization mixture.
A temporary ditch crossing will be required to pull the substation into the
site. The haulroad drainage ditch will be filled in and the substation will
then be pulled into the site. After the substation is across the ditch the
material will be removed from it and the ditch function will be
reestablished. Utility trucks will be able to drive thru the ditch,
therefore no culvert will be required after the substation is in place.
After the substation is no longer needed it will be removed from the site.
A temporary ditch crossing will be required and it will be constructed and
removed as per the above details. After the substation is removed the
topsoil will be regraded and seeded with the approved seed mixture.
u
MR 90-51 780-41 Revised 05/21/90
