Given the lengthy list applicable for the point of compliance, it is unnecessary at <br />this time to include hardness in the pazameter list. <br />6. Based on the response provided by BME, concrete is approved for disposal on- <br />site while other demolition debris is not approved for on-site disposal. The <br />reclamation cost estimate currently accounts for on-site concrete disposal and off <br />site disposal of other. Please change the permit text on pages IV-4 to IV-I2 to <br />clearly indicate on-site disposal of concrete rubble and off-site disposal of <br />other demolition debris. <br />7. DBMS had raised questions concerning the need to reevaluate and possibly revise <br />revegetation strategies and/or goals, given the possibly conflicting objectives of <br />the current revegetation plan. The potential conflict azises due to the heavy <br />presence of the aggressively competitive species, cheatgrass, in significant <br />portions of the permit area. More definitive choices may need to be made in some <br />reclaimed area locations, as to whether focus of revegetation efforts should be to <br />establish a diverse, native dominated shrub grassland community, or whether use <br />of introduced perennial species that may be better able to establish and persist in <br />the presence of cheatgrass competition should be emphasized. Depending on the <br />resolution of this issue, modifications of the currently approved revegetation plan <br />may be warranted, including changes to seedmixes and success standards. <br />DRMS suggested that this issue should be the focus of a site visit/meeting <br />involving representatives of DRMS, BME, BLM, and CDOW. BME has <br />indicated agreement with the on-site meeting suggestion, and arrangements are <br />underway to schedule the meeting. The Division has no further questions or <br />comments regarding this item at this time. Depending on the outcome of the <br />meeting and subsequent discussions, revision of the revegetation plan may be <br />requested. <br />8. DRMS had requested that narrative on page V-29 be updated to describe results <br />of initial phase cheatgrass/soil factor studies, or to provide a schedule for <br />completion and reporting of initial phase results prior to the next cycle of refuse <br />pit reclamation. The current reclamation plan for the refuse areas approves <br />"reverse sequence soil handling", based on observed lower density of cheatgrass <br />and better perennial establishment on refuse area subsoil stockpiles compared to <br />topsoil stockpiles. However, the plan also addresses field trial studies to be <br />conducted to evaluate soil factors related to cheatgrass establishment, as well as <br />various alternative topsoil/subsoil replacement treatments. BME responded that <br />no analytical data has been collected to date, and that the next cycle of refuse pit <br />reclamation is now scheduled for 2012. The BME response also indicated that <br />"Section V.H. was modified at the top of page V-29 as requested to provide a <br />timeline for the first phase of sampling". <br />
