Long <br />Division Din!ctor <br />I have reviewed the vegetation study and data in the above- <br />referenced revision. This portion of the revision consists of data <br />from a 1992 vegetation study conducted by Matt Hayes. The <br />reclaimed are was sampled as well as the mountain shrub community <br />north of the mine. Statistical comparisons of these two areas are <br />made and an extended reference area is proposed to replace the <br />currently approved reference area. It should be noted that no one <br />apparently knows where the currently approved reference area is, <br />since it was never located on a map and, apparently, never marked <br />on the ground. <br />When baseline data was collected for the mine in 1980, a five acre <br />reference area was established in the mountain shrub community <br />north of the mine. The area was statistically compared to an area <br />in the same community directly north of and adjacent to the mine. <br />The area studied and proposed as an extended reference area in <br />TR-14 is the same community in roughly the same area used for <br />baseline data collection in 1980. <br />Since the proposed extended area is the same area and community as <br />the original reference area, the new area has the same vegetative <br />characteristics. The new area will encompass more of the <br />variability in the community than the five acre reference area in <br />the original permit. Therefore, I recommend that the proposed <br />extended reference area be approved. <br />STATE OF COLORADO <br />
